The National Development and Reform Commission (NDRC) and the National Energy Administration (NEA) have issued new guidelines for the promotion and development of grid-connected microgrids.The guidelines,known as the "Trial Measures for Promoting the Construction of Grid-connected Microgrids,"provide clarification on the definition of microgrids and outline the necessary policy support for their development.

One key aspect of the guidelines is the encouragement for local governments to provide supporting policy measures for the development of microgrids.In addition to existing renewable energy fund subsidies and green credit support,microgrids will now be able to benefit from further policy support at the local level.To facilitate this,the Jiangsu Provincial Development and Reform Commission has already formulated a provincial guidance plan that will be submitted for approval.Other provinces are also actively working on implementation rules to promote the construction of microgrids,focusing on areas such as capital,price,finance,and power system reform.

The guidelines also emphasize the importance of demand-side management policies in the areas where microgrids are located.This includes the exploration and establishment of service compensation mechanisms such as interruptible load peak shaving,electric energy storage peak shaving,and black start,which would enable microgrids to participate as market entities.The guidelines also mention the need to research a new reserve capacity pricing mechanism to reduce the burden on microgrid operators.

In terms of grid connection services,the guidelines state that power grid enterprises should provide fair and non-discriminatory access services to microgrids.Furthermore,the connection of microgrids to public distribution networks and any resulting construction and transformation of the public distribution network will be undertaken by the power grid enterprises.To effectively protect the rights and interests of all parties involved,the National Energy Administration has dispatched an energy regulatory agency to work with the provincial energy management department in establishing a coordination mechanism for resolving grid connection disputes.

Looking ahead,the guidelines highlight the importance of publicity,implementation,and training to ensure the successful implementation of the measures.The National Energy Administration plans to hold a publicity and implementation meeting in the near future to further promote the adoption of the measures and facilitate the healthy development of microgrids.Additionally,the China Electricity Council will organize various activities such as technical forums and training exchanges to enhance understanding of microgrids and improve industry management and technical levels.

In order to support the implementation of the Trial Measures,the National Energy Administration is also working on the construction of a microgrid standard system.This includes the development of the "Special Plan for Grid-connected Microgrid Standards of the China Electricity Union," which covers aspects such as microgrid engineering design,access systems,and integration.The aim is to compile twelve China Electricity Council standards in network dispatching,operation,and debugging before the end of the year.

Overall,the issuance of these guidelines marks a significant step forward in promoting the construction and development of grid-connected microgrids.With the clear definition and policy support,microgrids are set to become more popular than distributed power sources,offering better grid-connected services and contributing to a more stable and active distribution network.The follow-up work,including publicity efforts,training,and the development of a standard system,will further enhance industry understanding and ensure compliance with regulations,ultimately fostering a conducive environment for the growth of microgrids in China.
